Mono Supervisors consider Sheriff appointment

When Mono County Sheriff Rick Scholl retires December 20th, he recommends that the Mono Supervisors appoint his Undersheriff Ralph Obenberger to fill his unexpired term as Sheriff-Coroner.

The Supervisors were expected to make an appointment at their meeting on Tuesday. The first item on their regular agenda is appointment to fill the unexpired term of Sheriff Rick Scholl which continues until December 2014.

In a memo to the Supervisors, Sheriff Scholl recommends appointment of Undersheriff Obenberger. Scholl also says “It is imperative that the County have a person in place as the Sheriff-Coroner to perform all mandated functions and responsibilities as required in the Government Code.”

Sheriff Scholl points out that Obenberger has worked as Undersheriff for nearly five years, as Chief Deputy Coroner and as the Jail Administrator along with “many other duties and assignments.”

The Supervisors’ agenda says there is no increase or decrease to the current budget as a result of an appointment, but, the agenda says, there could be “savings realized with the realignment of the management positions within the Sheriff’s Office.”

Other items on Tuesday’s agenda include a proposed ordinance that would change Mono County Code pertaining to public use of Conway Ranch. The County Counsel will also offer a proposed resolution making some changes in the County license agreement with California Broadband Cooperative for use of County land in the Digital 395 project.

The Supervisors had also scheduled a public hearing on the White Mountain Estates Specific Plan Amendment and other proposed changes including elimination of recreation fees and housing mitigation requirements.

        Upthecreek’s insults is a sad example of the Rush Limbaugh style of communication that exists today in America. These so-called neoconservatives with their caustic ways are the primary reason the GOP is desperately trying to distance itself from this nasty extremist movement.

        Extremists are always reactionary. Taliban, Tea Party, Limbaughites, it makes no difference and the more desperate they become the more reactionary. The latest stats show young republicans are abandoning the party and fundamentalist churches en mass, while minorities in the US that support the democrats continue to grow and the projections show within twenty years at most the republican party will become defunct. Like it or not, 71% of the Hispanics in America voted for Obama. Which is not such a good idea in a two-party system. A way of life is dying and these are not people who ever conceded anything gracefully. Civil rights, abortion rights, and women’s rights to name just a few things. They’ve been steadily loosing ground for the last half century and this is their last stand. Most of their adherents believing they can return to 1952, are dying off rapidly (not soon enough perhaps).
        If they ever expect to win another election, the GOP better start distancing themselves from these dinosaurs.

            Sorry Up, it’s “sick-of-whiners” that sounds like he belongs to the Fringe-Friendly. Apologies. The point being both the Taliban and the Tea Party are very extreme and reactionary to the core. Neither are interested in compromise, are afraid of the natural occurence of change, and (as the GOP is wisely distancing itself from the Tea Party types) are troublesome. One group crashes planes into buildings, the other invades countries searching for WMDs that were never found.

            It’s all a matter of one’s point of view.

          Why is it extreme to support a smaller efficient government and personal responsibility? To put the Taliban and Tea Party supporters in the same category is absurd. I have yet to hear the Tea Party claim responsibility for killing people for not having the same beliefs.

          Spending a trillion more than you collect in revenue cannot be sustained for long. You can’t just make money out of thin air and expect there won’t be any consequences. We as a society have to realize that the cash cow is running out of milk. When that time comes, it’s going to get real interesting.

          I won’t mind paying more taxes when the government does a better job spending our money.

          I wouldn’t compared up the creek to the taliban at all I agree with others here. Up the creek is just jealous of those people getting something he isn’t and uses that jealousy to try to convince others it is something evil. Mayybe I’m wrong .. but it sure seems that way, so you see his insults aren’t any different from yours, does that mean you are a talibannie or closet repub?

    This is a unique opportunity for the Mono County Supervisors to fix the Mono County Sheriff’s Department and stop the incestuous promotion of unqualified people from within. The management by bullying and incompetence must stop.

    It is important to get a qualified, experienced, moral, ethical and proven Law Enforcement leader. The problem is that person needs to reside in Mono County. Where do you find someone like that?

    The answer is easy. The Supervisors should make an offer to Chief Watson that he can’t refuse. He only wants to work a few more years and that would give someone who is qualified, time to move to Mono County in time for the next Sheriff’s election in two years. Chief Watson would hand over a new and improved Mono County Sheriff’s Department to the newly elected Sheriff.

    Currently Chief Watson is being treated like a doormat by the Mammoth town council who ignores his advice and extensive expertise. He could do wonders for the Mono County Sheriff’s Department with a Board that actually supports him.

    I would hope the Board of Supervisors would investigate their options and not just accept Scholl’s selection of Obenberger.

    Wasn’t Scholl’s retirement sudden? His explanation sounds so much like many of our fine politicians bowing out after feeling pressure. Do you suppose that Obenberger has created some messes that Scholl didn’t want to explain or be responsible for?

    County Counsel has presented two or three matters (Luman, Madrid and McCurry) recently associated with potential liability that involved Obenberger. We don’t know how County Counsel represented them but they sure have been dragging things out. There is an old attorney saying, if you are holding a losing hand, drag, delay and stall….”somebody might die”.

    Can Mono afford Obenberger?

      I think you’re confusing Mammoth Lakes with Mono County.
      Mono County, in spite of its elected officials,( one guy [Johnston] got elected by a whopping 5 votes, builds 4th of July floats, and represents the bulk of Latinos in Mammoth and doesn’t speak a word of Spanish) the county as some very talented and hard-working people. Their backgrounds include a list of qualifications that thus far includes a public-administration graduate degree, public-sector management experience and a strong track records in initiatives of affirmative action or equal employment opportunity. Whatever they are paying those who run the elections in the county, it isn’t enough. Same with the marketing department. You don’t want to lose people like these.
