The City of Bishop issued a press release Wednesday afternoon on the Bishop Police Department investigation into allegations against then and now former Police Chief Chris Carter. The release was signed by Bishop City attorney Ryan Jones.
In part, the press release states, “The Final Report determined that all of the allegations against Councilman Joe Pecsi, and City Administrator Jim Tatum were UNFOUNDED. (UNFOUNDED means the investigation conclusively proved that the act or acts complained of did not occur, or the members named in the allegation were not involved in the act or acts). The Final Report also determined that with two exceptions all allegations against Chief Chris Carter were either UNFOUNDED or EXONERATED. (EXONERATED means the act or acts, which provided the basis for the allegations occurred, however, the investigation revealed they were justified, lawful, and proper). The allegation that Chief Chris Carter had on two occasions used inappropriate language in dealing with police officers was SUSTAINED. (SUSTAINED means the investigation disclosed sufficient evidence to prove the allegation). The additional allegation that Chief Chris Carter failed to facilitate firearms qualifications to all sworn personnel on a quarterly basis as required by policy was also SUSTAINED. With respect to the firearms qualification allegation, the Bishop Police Department is taking steps to ensure policy compliance. It is with the permission of Chief Carter, Jim Tatum, and Joe Pecsi that the findings noted above have been disclosed.”

Bye bye Chief Carter. I don’t care what this report says. When more than half of your staff doesn’t trust or respect you and feels betrayed by you; there is a problem and you are it. Respect to the officers that spoke up!

I, as well as the Grand Jury, look forward to seeing the investigators report. Finding most of the allegations unfounded just raises more questions as to how thorough this investigation was done. Bull S–t !!!!! I dont believe it. Another cover up. There is no way the seven officers stepped up with the letter and all major charges were not true. Yes they were investigated as possible legal or court charges and probably could not prove these things happened in court but… Read more »

Did anyone really believe that the city would pay for a lawyer to come in and investigate their wrong doings and then report the TRUE findings?? I sure as heck didn’t
