mammothtownofficesThe court of public opinion is still out somewhat on formation of the non-profit corporation called Mammoth Lakes Recreation. The Town Council supports it, and a formation committee continues to talk about preliminary issues. The formation of this public benefit corporation to deal with recreation projects is scheduled to get off the ground June 1st. Meanwhile, meetings continue on formation issues.

The Mammoth Lakes Recreation Formation Committee planned another meeting this afternoon to deal with legal issues, bylaws, scope of work and a potential contract with Town government. The meeting was scheduled to start at 3pm in Suite Z.

The proposed bylaws say that the Corporation’s purpose is to “identify and prioritize Mammoth Lakes recreation opportunities, including development, enhancement, programming and promotion of recreation.” The authorized number of directors is nine with two appointed positions without terms and seven two-year termed positions. Two non-voting liaisons will be invited from the Forest Service and Town Recreation Commission.

The proposed scope of work includes development of partnerships to support the vision, development of new capital projects and experiences, innovation of improved experiences, development of additional funding for projects and programs, development of leadership in recreation and development of focus on new products and experiences. The concept of MLR is to enter into a contract with the Town of Mammoth Lakes under supervision by the Town Council.

The scope of work also includes pursuit of new recreation trends, leveraging of funds, communication of information and collaborations with other partners. MLR would also recommend priorities for money from Measures R and U.

Elements of a contract with the Town would include some Town funds but it’s unclear how much. MLR would hire a Chief Recreation Officer, and MLR would leverage Town funds with outside grants and sponsorships. A contract could also include a research paper on merging recreational trends,, an ongoing Arts and Recreation Forum, a quarterly report to the Town Council and more. Again, the meeting of Mammoth Lakes Recreation starts at 3pm today in Suite Z.
