General revenue tax increases do not require a 2/3 majority vote to pass. Only special use taxes require that. This, however, does not necessarily meet the definition of a “tax” for Prop 218 and Prop 6 purposes. Instead BIDs fall under the rules of the Street and Highway Code. This… Read more »
